President Slams the Ball Back in Pelosi’s Court After Threat to Cancel State of the Union: Trump’s Awesome Backup Plan
President Trump appears to be going ahead with the State of the Union address, which puts full pressure on Nancy Pelosi to decide how she will proceed.
President Trump intends to be at the Capitol next Tuesday.
So what comes next? What does Pelosi do?
She cannot keep the President out of the Capitol or off the House Floor. That right is Constitutionally protected. In fact, the President has his won office in the Capitol.
She can turn out the lights and turn off the CNN cameras!
When the President gets up to speak, she can slam her gavel and demand that he stops, and then ask the Sergeant At Arms to remove him….
Under the rules, declaring a formal joint session of Congress requires the agreement of both the House and Senate. Without Pelosi’s consent, in other words, there can’t be a joint session.
At the same time, however, as described by McClatchy, no rules would prevent Trump from entering the House chamber, or speaking on the House floor, whenever he wants. So he’s perfectly within his powers to show up and deliver his speech.
That said, Pelosi, has other tools at her disposal to thwart Trump. She could shut off the lights and turn off the microphones. She could also make sure that no cameras are allowed because the House won’t be in session.
But it seems that the President is going forward with or without her, with or without the House floor.
Fox News Explains:
“White House officials told Fox News they essentially are preparing for two tracks for next week’s speech. The preferred track is an address, as per custom, at the Capitol. The second track is a backup plan for a speech outside of Washington, D.C.
“We are still in a holding pattern,” one senior source said.
But Fox News has learned that the White House sent a letter to the House Sergeant at Arms asking to schedule a walk-through for next week’s planned address. This comes after a previously scheduled walk-through last week was canceled at Pelosi’s request.
At the moment, President Trump intends to be at the Capitol next Tuesday to deliver his speech as scheduled, sources said. Pelosi made it clear she would not consider a concurrent resolution to authorize a joint session of Congress until the government shutdown ends. Does that just stop him?
Article 2 Section 3 of the Constitution states:
He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.
I think he should ignore Pelosi, continue towards a State of the Union address on the House floor, and let her pitch one!
That is what I would do anyway…
But there will be an Address from the President!
