Vermont Mayor Christopher Louras has unveiled a plan, developed in near-secrecy, to resettle 100 Syrian refugees who fled the onslaught of the Islamic State and are exiled in sprawling Jordanian camps.
The influx would be a jolt of instant cultural diversity for Rutland, where there are no mosques and no other Syrian immigrants.
Rutland Mayor Chris Louras, who endured months of withering criticism for his plan to bring Syrian refugees to the city, lost his reelection bid on Tuesday. Louras didn’t utter the word “refugee” during his reelection kickoff speech, and tried desperately to make the campaign about more than just the resettlement debate that roiled his city for the past year.
But the backlash knocked him out of the Mayor’s office none-the-less.

A Rutland native, Louras reached out to refugee resettlement officials in late 2015 and hatched a proposal to bring 100 refugees from Syria and Iraq to the city, which has been losing population for decades. The mayor pitched the plan, without consulting the Board of Aldermen, as a humanitarian imperative and economic development initiative.
He faced a fierce backlash from many residents and aldermen, some of whom engaged in nativist rhetoric. Reporters from across the state and country descended on the city.
After months of conflict, Louras in September appeared to have scored a legacy-defining victory when the U.S. State Department announced that Rutland had been approved as a resettlement site and would begin accepting refugees. But President Donald Trump’s executive orders cracking down on immigration from Syria and other Muslim countries scuttled the plan. Only two Syrian families made it to Rutland.
Allaire always insisted he is not anti-refugee, but he led the charge to investigate whether Louras broke any laws in his handling of the proposal.
“We’ve had a difficult time getting any information from the mayor’s office or the refugee resettlement folks. It seems to be all cloak and dagger, behind the scenes,” Allaire, a sales manager for Interstate Batteries, told Seven Days last month.
To varying degrees, all three of Louras’ challengers opposed his refugee plans.
In unofficial voting results, David Allaire, a city alderman and leading critic of the resettlement, trounced Louras, a 10-year mayoral incumbent, by a 776-vote margin, according to results cited by the Rutland Herald and WCAX-TV.
“I’m simply wishing him luck and I’m moving on,” Louras told Seven Days Tuesday night. He declined further comment, saying he would “not hazard a guess” as to what the election results say about Rutland’s support for refugees.
Allaire did not immediately respond to a message seeking comment.
While Louras campaigned on a series of issues, and touted a reduction in many categories of crime, along with an improved downtown business district, the refugee debate has dominated political life in Rutland for the past year.

Ms. Merdzanovic’s tactics are a textbook example of the dangerous insurrectionary nature of many Third World and Islamic immigrants to Western society. She stressed to her unscrupulous co-conspirators, the importance of working in the shadows to keep local citizens unaware of their plans, knowing the inevitable backlash and media coverage could derail her plans.
Months-long discussions about whether to invite the Syrians were limited to the mayor, a small circle of city and business leaders, and a nonprofit resettlement agency. The president of the Board of Aldermen, who knew about the effort, did not tell his colleagues until a day or two before Louras announced the plans at an April 26 news conference.
“There was no benefit to anyone to spread the knowledge,” William Notte, the aldermen president, said in an interview.
The mayor’s strategy of keeping the plan quiet is supported by the Vermont Refugee Resettlement Program, which is a field office of the US Committee for Refugees and Immigrants. The program’s executive director, Amila Merdzanovic, called the hidden talks “the right thing to do — to move slowly, keep it to a small circle of people, and then expand.”
Merdzanovic, in e-mails obtained by the Rutland Herald, had stressed the importance of secrecy all along.
“I cannot emphasize enough the importance of not sharing the information, even if it is confidentially,” she wrote April 10 to the director of the State Refugee Office.
In an April 14 e-mail to the mayor, Merdzanovic said that her headquarters was worried about scheduling a public forum.
“If we open it up to anybody and everybody, all sorts of people will come out of [the] woodwork,” she wrote. “Anti-immigrant, anti-anything. They suggest that the forum be invite-only but make it as wide as possible.”
In a recent interview with the Rutland Herald, Ms. Merdzanovic gave the coded clues that incoming ‘Syrians’ would ultimately not have assimilation as a goal, but would gladly leach off the American dream, as she herself has done for over 20 years.
“They’re not blank slates waiting to be molded. They come with aspirations, dreams, goals for their children. People want to recreate the life they had and make it even better than the life they had.” – Merdzanovic
In an interesting – yet unsurprising – twist of fate, the foreign policies and military actions responsible for creating the Bosnian and Syrian ‘refugee crises’ can be traced back to the same satanic couple: Bill and Hillary Clinton.
In 1995, President Bill sided with Muslim aggressors in the Bosnian War, using NATO forces and bombers to assist in the destabilization of the Balkans, greatly exacerbating the ensuing refugee crisis. A decade and a half later, Secretary of State Hillary would continue the catastrophic war crimes of her husband, siding with (and arming) Islamic State terrorist groups, and carrying out similar operations in the Middle East and Africa that led to the ‘Syrian refugee’ influx we are witnessing today.
